Dear City Solicitor Keith Jacques and City Manager Jim Bennett:
This is a request under the Freedom of Access Act.
I request copies of any and all communication and related documents, electronic or otherwise, that meet the following criteria;
A) Refer to, directly or indirectly, subject matter related to refinancing bonds. This should include, but not be limited to, discussions about possible uses of proceeds.
B) Occurred or created between the dates of January 1, 2016 and June 23, 2017
C) Sent, received or created by Jim Bennett, Alan Casavant or any member of the city council.
I request a waiver of all fees for this request. Disclosure of the requested information to me is in the public interest because it is likely to contribute significantly to public understanding of the operations or activities of the government. It should also serve the public to understand how various forms of electronic communication are being used in municipal government. If you choose not to waive fees for this request, please provide an estimate before proceeding with work.
