Dear City Solicitor Keith Jacques, City Manager Jim Bennett, Deputy Chief JoAnne Fisk:

This is a request under the Freedom of Access Act.

I request electronic copies of any and all documentation or communication that meets the following criteria. I request that best efforts are made to preserve all relevant documents. I request that fees be waived for this request similarly to that of the fees being waved for a related request that's not yet been fulfilled regarding parking garage financing.

The criteria is a follows:

A) Related to parking policies in Biddeford, including the enforcement or elimination of 20 minute parking limits.

B) Sent or created between the dates of May 24, 2017 and fulfillment of this request.

C) Sent, received or created by any of the following representatives of the city of Biddeford, as it relates to this matter: Alan Casavant, Jim Bennett, Jim Emerson, Roger Beaupre, JoAnne Fisk, Guy Casavant, Roby Fecteau.

D) Sent, received or created using any electronic account, including but not limited to, email accounts (including personal accounts, such as "@maine.rr.com" accounts), Facebook (public or private), text messages or any other means by which communication that influenced policy or informed the public of policy related to this matter.

I request a waiver of all fees for this request. Disclosure of the requested information to me is in the public interest because it is likely to contribute significantly to public understanding of the operations or activities of the government. I also believe this will help ensure proper policies and procedures are in place to foster transparency in all aspects of municipal activities. If the city chooses not to waive fees, I request an estimate before work is started.
