Life & Safety Codes Investigator

Description

Performs technical and administrative work in performing building inspections and in securing compliance with State and City’s adopted National Fire Protection Codes. Investigate deficiencies and/or prosecute violators of the City’s ordinances pertaining to Life & Safety Codes in compliance with the adopted NFPA Code;

Enforce violations of the City’s Fire and Life Safety Codes;

Organizer and record keeper of the City’s Proactive Multi-Family Inspection program;

Review building, alarm system and sprinkler system plans for soundness before issuing permits; and make recommendations to ensure compliance with codes;

Investigate complaints of possible code violations, including building, alarm and sprinkler systems and general fire safety, and initiate appropriate action to ensure compliance as necessary;

Inspect buildings, under construction, alteration or repair, for compliance with building, and NFPA code requirements;

Interview applicants and review applications for building, demolition, and/or calculate fees and issue permits;

Issue necessary notices or orders pertaining to removal of illegal or unsafe conditions, the requirement of necessary safeguards during construction, repair or alteration of buildings, and compliance with appropriate City Ordinances and State Statues

Correspond with owners of residential dwellings and apartments, advising them of noted violations, and provide them with a timeline for correction of those deficiencies or violations;

Conduct research and investigate residential dwellings, apartments and commercial occupancies that have been noted for repeated violations, and have been labeled as a “hot spot;”

Complete reports on inspections, and maintain files of same, document violations, and take action as appropriate;

Complete monthly report on activities;

Maintain inspection list, and coordinate activities with the Codes Enforcement Officer and Fire Chief or his or her designee;

Complete and submit affidavits when necessary; inspect buildings, which are under construction, alteration or repair for compliance with building and NFPA code requirements;

Attend necessary training sessions and relevant conferences in order to acquire and maintain Basic and Advanced Certifications in Code Enforcement, Building Inspection, NFPA Inspection, etc.;

Perform other work as required.


Requirements

Must possess, or be able to obtain by time of hire, a valid State driver's license; and

Ability to conduct field inspections, recognize violations and obtain compliance;

Ability to work harmoniously with contractors, workers, building owners, other municipal employees and the general public.


Education

High School degree; and

Minimum of two (2) years experience in code enforcement or related field; or

Any equivalent combination of education and experience.

Necessary Knowledge, Skills and Abilities:

A. Knowledge of NFPA Codes and pertinent municipal, state and national building, codes and ordinances and related laws and ordinances;

B. Knowledge of generally accepted proper construction materials and methods of building.

C. Knowledge of legal procedures involved in the enforcement of codes and ordinances;

D. Ability to communicate effectively orally and in writing; ability to establish and maintain effective working relationships with citizens, subordinates, peers, Fire Department, City Attorney and supervisors;

E. Possess ability to follow verbal and written instructions; possess ability to make independent judgment;

F. Possess ability to analyze and interpret construction plans and specifications; electrical, plumbing, and mechanical drawings; site plans; subdivision plans; aerial photographs and zoning and tax maps;

G. Familiarity with computerized Code record keeping systems and related proprietary software necessary; ability to utilize personnel computers for word processing, databases, etc. with a working knowledge of Microsoft Word and Excel.

H. Possess ability to remain calm and professional in the field and in the office during stressful situations; possess ability to be both assertive and fair; possess skills needed to organize files, paperwork, field meetings and maintain neat and thorough notes of meetings and conversations;

I. Possess skills in operating the tools and equipment listed below.


Special Requirements

A. Must possess, or be able to obtain by time of hire, a valid Driver's License.

B. Certifications for Building Standards, and Rule 80K are desired
