South and Crescent Street Sidewalk Reconstruction Project

 

The City will receive sealed bids for the South and Crescent Street Sidewalk Reconstruction Project until 2:00 pm prevailing local time on Friday, March 5, 2021 at the Biddeford City Hall, 205 Main Street, 3rd floor – Engineering Dept., Biddeford, Maine 04005.  Work associated with the project will generally include installation new curb, new concrete sidewalk and new paver crosswalks including ADA accessible ramps along South and Crescent Streets.  Bid documents shall be in clearly marked sealed envelopes titled South and Crescent Street Reconstruction Project.  All bids will be opened and read aloud at the Biddeford City Hall at 2:30 pm on the same day.

The project is scheduled to be awarded on Tuesday, March 16, 2021 at the regularly scheduled meeting of the City Council. Notice to proceed with the work is anticipated to be issued by Monday, March 22, 2021. A project milestone of 70 percent completion of the project is due April 23, 2021 with corresponding payment requisitions by the contractor due by April 30, 2021 for grant drawdown. All work associated with the project shall be substantially completed by June 30, 2021 and final completed by July 30, 2021.   

The project is funded by HUD – Entitlement – Community Development Block Grant (CDBG) funds. HUD regulation questions to the Planning & Development Department at 284-9115 or, email: Gail.Wilkerson@biddefordmaine.org no later than 5 days before the scheduled bid opening.

Bid packages may be purchased from Main-Land for $100 to cover preparation and handling. Alternatively, electronic files are available at no cost in PDF form and will be delivered by email. CAD files are available for $50 with signed CAD Agreement. To order a bid package, please email Deb Farmer at deb@main-landdci.com to arrange payment or to receive the pdf files.   Requests for information/interpretation shall be received in writing by Thursday, February 25, 2021 at 1:00 p.m. with subject line – South and Crescent Street Sidewalk Reconstruction and addressed to rick@main-landdci.com.

The City of Biddeford reserves the right to reject any or all Bids, to waive any technical or legal deficiencies, to accept any Bid that it may deem to be in the best interests of the City of Biddeford, to negotiate the contract Price with any Bidder, and to omit any item or items deemed advisable for the interest of the City of Biddeford.
