The City of Biddeford, dubbed as one of Maine’s most resurgent communities, has an amazing opportunity for Planning Assistant within our evolving Planning and Development Department. The City of Biddeford has experienced an economic revival centered on a nationally-recognized creative community in our downtown. Once expected to dwindle in population, a growing Biddeford is now the youngest community in Maine and is continuing to transform as new residents and entrepreneurs are attracted to the community.
The Planning Assistant, under the guidance of the City Planner, will be responsible for administering the City’s land use regulations through the development review process including subdivision, site plan, and municipal shoreland zoning review. They will staff planning-related activities involving natural resources management and preservation, as well as coastal planning issues, including sea level rise adaption and climate change resiliency. This individual will assist in the development of zoning ordinance proposals as the community works to implement the Comprehensive Plan, presently under development. The Assistant City Planner will staff the Planning Board, Staff Review Committee, and the Conservation Commission.
Municipal land use experience in Maine is preferred, but not necessary. The successful candidate must demonstrate strong communication and data analysis skills as well as a thorough knowledge of the principles and practices of municipal land use planning and zoning including ordinances, codes, processes, and regulations. Experience in or knowledge of subdivision or site plan review a plus.
A Bachelor’s Degree in land use planning, urban planning or a closely related field is required. A Master’s degree in urban planning or related field is preferred. The candidate must possess and maintain a valid Maine Class “C” driver’s license. Experience in the use of Geographic Information Systems (ARCGIS) is desirable.
