Good morning,
I wanted to reach out to see if I could submit a request for public records. These records are in reference to a mobile home park called “Granite Village” located at 10 Commodore Drive, Biddeford, ME 04005 and are as follows:
- Any variances passed altering the standards of the municipal zoning code in order to accommodate any special provisions/conditions of the subject property to allow for conformance with the applicable zoning code. If available, please only provide those applicable variances from 1/1/2000 to the time of this request. If none are found in the search, please indicate so.
- Any special permits passed altering the standards of the municipal zoning code in order to accommodate any special provisions/conditions of the subject property to allow for conformance with the applicable zoning code. If available, please only provide those applicable special permits from 1/1/2000 to the time of this request. If none are found in the search, please indicate so.
- Any conditions passed altering the standards of the municipal zoning code in order to accommodate any special provisions/conditions of the subject property to allow for conformance with the applicable zoning code. If available, please only provide those applicable conditions from 1/1/2000 to the time of this request. If none are found in the search, please indicate so.
- One (1) copy of the approved site plan + any applicable conditions of approval that correspond to the requirements of the present zoning district for the above referenced property. Please provide the requested especially if the documents correspond to a planned development district that the subject property is located in. If there is no site plan available, or conditions of approval, please indicate so in the response.
- Any open/outstanding zoning code violations that have been registered with the respective/appropriate code compliance division. Please note, this request is not requiring any open/outstanding "code complaints", but rather only those that have been deemed to be open/outstanding code violations. If none are found in the search, please provide express written statement indicating so.
- Any open/outstanding building code violations that have been registered with the respective/appropriate code compliance division. Please note, this request is not requiring any open/outstanding "code complaints", but rather only those that have been deemed to be open/outstanding code violations. Please also note, this request is not to include any building permits, pending building permits, or construction permits of any kind. If no open/outstanding building code violations are found in the search, please provide express written statement indicating so.
- Any open/outstanding fire code violations that have been registered with the respective/appropriate code compliance division. Please note, this request is not requiring any open/outstanding "code complaints", but rather only those that have been deemed to be open/outstanding code violations. Please promptly, and effectively communicate if this piece of the request must be requested via the local/municipal fire department. However, if this respective information should be disclosed through this channel, please indicate if any open/outstanding fire code violations are found in the search. Please also provide express written statement indicating that there were none found in the search if applicable.
- Copies of all available/applicable Certificate(s) of Occupancy that were administered to the subject property indicating readiness for use. If there are no copies of the Certificates available, please provide express written statement indicating so. If lack of Certificate(s) of Occupancy constitutes a violation of the municipal code in any way, please provide express written statement indicating so.

Good afternoon Mr. Boswell,
This is a response to your FOAA request dated August 16, 2021. We expect that it will take about two hours of staff time to fulfill your request.
It is the City of Biddeford’s policy to provide the first hour of work for a FOAA request at no cost. After the first hour, there is a charge of $15 per additional hour of staff time. Therefore, we expect the fee associated with this request to be $15. If the time needed to complete the work is less than the estimated two hours, you will only be charged for the actual time that it took to complete the request.
Please let me know if you would like to proceed with the request. If so, I will ask staff to begin gathering the documentation.
