Under The Freedom of Information Act Title 1, Chapter 13 I am requesting the following items.
- List of all city leased parking with owners of lease and start and expiration of lease
- Any Communication between owners the city of Biddeford and The following businesses, Suger, Palace Diner, in regards to parking
- Any contracts/lease agreements with 27 WASHINGTON, LLC and the city
If you deny any portion of this request, please cite the specific exemption used to justify the denial to make each record, or part thereof, available for inspection along with a brief explanation of how the exemption applies to the information withheld.

I want to thank you for your patience as I have worked to locate the documentation that you have requested. Upon our search for records, we determined that while the City Council authorized staff to move forward on a ‘swap’ of spaces with the owners of 27 Washington Street in June 2019, a formal agreement does not appear to have been signed by the involved parties. This appears to have happened due to staff turnover and it is in the process of being rectified now. Therefore, at this time, I do not have a lease document to provide. I have attached the memo for the item that the Council approved at their June 18, 2019 as well as the meeting minutes in the event that this is helpful background information for you.
I did run the search for emails as requested and have attached the results to this email. Please note that there were some license plate numbers that I have redacted from some of the messages. Additionally, while there are some emails that were marked confidential at the time, they are referring to information that is no longer confidential and I have included them here.
