David Galbraith has been named the City of Biddeford’s next City Planner and will serve as the Deputy Director of the Planning and Development Department.
Galbraith was contracted as Biddeford’s interim City Planner in a consultant role in November 2022 and will join the City as a full-time employee on February 21, 2023.
“With the number of exciting projects planned and underway within the community, Biddeford is the place to be right now and a place where I can help make a positive difference in the community,” Galbraith said. “Biddeford’s staff have been a great group of professionals to collaborate with and I am looking forward to continuing to work alongside them.”
Galbraith holds Master’s Degree in Urban and Regional Planning from the University of Illinois and brings 28 years of municipal planning experience to Biddeford. He has previously served as the Director of Planning & Permitting Services for the City of Auburn and the Zoning Administrator for the Town of Gorham. Since 2019, he has provided municipal planning consulting services to Southern Maine Planning and Development Commission and Androscoggin Valley Council of Governments.
Greg Mitchell, Director of Planning and Development, was pleased to offer Galbraith a permanent role in the department.

He is a solution-oriented municipal planner with over twenty years of municipal planning experience in similar-sized communities in Maine,” Mitchell said. “I look forward to working with him to advance positive economic growth in Biddeford.”
As City Planner, Galbraith is responsible for all aspects of Planning Board meetings, planning applications, and the City’s land use and zoning regulations.
