With our climate action plan adopted by City Council, the Biddeford Climate Task Force held its final meeting on December 11, 2023. The task force fulfilled its mandate, assigned in late 2020, to create a plan, and with the adoption of this plan, this ad hoc committee is no longer needed.
However, the Task Force wishes to thank the many, many Biddeford residents, organizations, businesses, along with regional, state, and national partners who made this plan possible.

City of Biddeford Adopts Climate Action Plan
The Biddeford City Council has adopted the City of Biddeford’s first Climate Action Plan, establishing a roadmap for lowering carbon emissions in the coming years and adapting to climate-related events as they occur.
The Climate Action Plan is the culmination of a three-year effort led by the Biddeford Climate Task Force and informed by resident feedback each step of the way. The preparation of the plan took place in collaboration with Southern Maine Planning and Development Commission (SMPDC) and a cohort of regional communities.
In October 2022, the City Council adopted targets of a 62.6% absolute emissions reduction in Biddeford by 2030 and to reach net-zero emissions by 2050. The Climate Action Plan outlines how Biddeford can reach these targets with 48 actions to be taken in five categories: Buildings & Energy; Transportation & Infrastructure; Land Use & Natural Environment; Health, Safety & Wellbeing; and Leadership & Support. The actions listed in the plan were developed based on a review of Biddeford’s Greenhouse Gas Emission Inventory and Climate Change Vulnerability Assessment, regional best practices, and input from the public through workshops, focus groups, surveys, online engagement efforts, and more.
The work of the Biddeford Climate Task Force will culminate in our Climate Action Plan. Over the next 12 to 18 months we will work to develop strategies to mitigate and adapt to the most pressing effects of climate change.
In October 2020, the City Council passed a Climate Emergency Resolution for the City of Biddeford. The Resolution highlighted the expected environmental effects of a warming planet and ocean, including a rising sea level and more frequent and severe coastal storms, and their projected economic costs, including damage to infrastructure, loss of coastal properties, loss of tourism, reduced fisheries, and negative health effects due to longer, warmer seasons.
Scientific consensus is that the effects of climate change will be irreversible within a short window of 7-15 years, and these effects will continue to worsen with time. The Mayor established the Climate Task Force to create an action plan that focuses on adaptation, mitigation and sustainability strategies that address the real effects of climate change that threaten our coastal community.
Further, City Council demonstrated leadership and commitment to addressing climate change by adopting, by Resolution, carbon emission reduction targets. This Resolution was approved at Council's December 6, 2022 meeting.
